I've fixed the shiny surface by adding 5 coats of matte Krylon clearcoat. It's also gotten rid of the tackiness of the paint after handling it bare handed for a while.

As far as i know, the Camoflage series of Krylon spray paints IS for plastic, as well as a variety of other materials. It uses the same fusion technology that are on the other krylon products used for binding to plastic. It says on the can as well as their website. Personally, I think it bonds very nicely to plastic.
