The CBSA has already ruled on this issue internally and the CFC is behind them on this: If the receiver is clear, or the whole gun for that matter, then it is not considered a replica. If it's opaque, or a colour other than clear, they may well consider it a replica. Guns significantly smaller than the real thing, regardless of colour are also not considered replicas. This means a 4/5 scale gun would be a replica, but a 1/3 or 1/4 scale would not. That's why you see them at Crappy Tire and Wal-Mart. They've done their research on this I assure you.
Red tip means nothing officially, as a red tip could be applied to a real gun. But if a cop says it should have one, who are we to argue?
