Well, the cheapest method of checking it out would be to buy a bit of really cheap material in two big rectangles, and sew it into the poncho shape.
(sans hood, you don't really need it for the testing phase)
If it sucks, or if the open front works better, either way it's a cheap experiment that saves you getting the cadpat material first...
And the best part is its probably not even necessary to sew it. If you found a big enough sheet you could just fold it over, cut a neck hole, and use one safety pin on each side to test the fit.

I like the way your kit sounds. I was inspired, so I went to the surplus shop and put together a $350 wish list... sigh. Even that seems insurmountable right now.
