The cylinder is most likely fatally flawed. I have seen this problem a dozen times now. Eventually, there will be enough wear on the rack gear and sector gear to allow them to to bypass each other.

There is no fix for this problem. The problem is the cylinder, and it is an issue of tolerance between the piston and piston track. A Velocity piston fits the stainless cylinders better than the Systema one does.

You can tell if you have a cylinder that will fail. If it is flawed, failure is 100% guaranteed within a few thousand rounds. If there is play up and down in the piston, and you can use a screwdriver to check it, it will fail.

Buying a new cylinder does not guarantee that the new one is any better.
