Don't bother with the fan kit, definitely get the thermal lens for the Locust. Desert Locust with thermal lens is the no-fogginest setup I've found. The fan system is expensive and mine failed on me within a few games.
And removing the foam will not make fogging worse, it helps, just not as much as the thermal lens. I won't comment on whether or not removing that thin bit of foam is "unsafe", but I will say that if you manage to get a bb through the thin slits at the top and bottom of the goggles, you should probably buy lottery tickets, because you're prone to events with odds in the millions.
