On full-auto, that is the purpose of that part.
Do you have the small silver piece that hold the disconnector lever aligned? It can be misplaced if the trigger box has been taken out before. And it will cause the issues you describe.
The hammer is supposed to catch on the fire selector sear on auto. That is used to "sense" that the bolt is all the way forward.
