You might want to check up on that. I'm assuming you're going off of tactical tailor and other manufacturers voluntarily not shipping UCP (ACU is the freaken cut of the top, UCP is the pattern of camo) to addresses not in the US. It easily could be set to be controlled... but I've never seen DDTC step in here.
ITAR also restricts plasma cannons above 128 joules of energy (Look it up, 22CFR121.1.II.L.1.I)
