We should be comparing to Paintball. Paintballs weigh in at about 3g. And fly anywhere from 250-295fps which is about 9-12joules.
A BB that weighs 0.36g flying at 600fps is only 6 joules. And 0.43 flying at 550fps is also, only 6 joules. Which is way less than the force of a paintball.
Why wouldn't this be considered when playing the sport?

A 0.36g BB flying at 600fps and having a muzzle energy of 6 Joules = firearm under Canadian Law: over 500fps AND over 5.7J.
