Hi, I own the GR16 A3 with full stock. The part you are talking about if its the hand-guard then no its not held on with any screws. You can remove the top and bottom hand-guard on mine to reveal the outer barrel. For me though this is not something that easily comes apart. You have to pull back on the ring close to the body of the gun itself and while doing that try to pop out the hand-guard which I often use a screw driver to make happen. When you put the parts back together try to make sure they are seated properly near the front sight then lower the rear part of the hand guard into place and make sure the ring that secures them is back in place.
