not at all. it depends on the gun. the MP5 and P90 are a good example. on both it's the upper (that has the serial #) that is restricted. a lot of people believe that the restricted part is the part that houses the fire control components, which is not accurate.
on an AR you can get a complete upper assembly with fully functioning carrier group. you could load a round into the barrel and fire it by hitting the firing ping. granted the carrier group would come flying out the back of the upper.
personally i think the only part of a firearm that should be restricted and controlled is the barrel and barrel blanks. no barrel, no shooting. also making a barrel is extremely hard if you don't have the machinery to make it.
